Important 2026 Status Alert: As of May 2026, the OINP is undergoing its most significant structural overhaul since its inception. Under O. Reg. 47/26, the province is revoking the nine traditional streams on May 30, 2026, and transitioning to a "Consolidated Pathway" system.
1. What is the OINP?
The OINP is a Provincial Nominee Program (PNP) operated by the Government of Ontario in partnership with the federal government (IRCC). Its goal is to manage the provincial labor market by selecting skilled workers, international students, and entrepreneurs who intend to settle in Ontario permanently.
Core Features
Points-Based Selection: Most streams use an Expression of Interest (EOI) system where candidates are ranked based on factors like education, language ability, and job location.
Targeted Draws: Ontario frequently conducts "targeted draws" focusing on specific sectors like healthcare, tech, and skilled trades.

3. General Requirements
While each stream has specific nuances, most applicants must meet these baseline criteria:
Intention to Reside: You must demonstrate a genuine "tie" to Ontario (e.g., current employment, property lease, or family in cities like London or Ottawa).
Language Proficiency: A minimum score in English (IELTS/CELPIP) or French (TEF/TCF). Most skilled streams require CLB 7, while essential/trades roles may accept CLB 4 or 5.
Education: A Canadian degree/diploma or an Educational Credential Assessment (ECA) for foreign education.
Work Experience: Usually at least 1–2 years of cumulative paid experience in a relevant National Occupational Classification (NOC) TEER category.
4. Who is it for?
The OINP is designed for:
Skilled Professionals: Those already working in Ontario on a permit or with a valid job offer.
International Graduates: Students who have recently completed a degree at an Ontario university or college.
Bilingual Candidates: Individuals with strong French and English skills (French-Speaking Skilled Worker stream).
In-Demand Workers: Those in sectors like construction, agriculture, or healthcare.
5. Proper Procedure to Apply
The application process depends on whether the stream is "Express Entry-linked" or "EOI-based."
Step 1: Registration
For EOI Streams: Create a profile in the OINP e-Filing Portal. You will be assigned a score based on your credentials.
For Express Entry Streams: Create a federal Express Entry profile and indicate your interest in Ontario.
Step 2: Invitation
Invitation to Apply (ITA): If you are in the EOI pool, Ontario may invite you during a draw.
Notification of Interest (NOI): If you are in the Express Entry pool, Ontario may send a notification directly to your federal account.
Step 3: Application Submission
Once invited, you typically have 45 to 60 days to submit a complete application and pay the non-refundable fee (ranging from $1,500 to $2,000 CAD).
Step 4: Nomination & Permanent Residence
If approved, you receive a Nomination Certificate.
EE Candidates: You get 600 additional points, virtually guaranteeing an invite for Permanent Residence (PR).
Non-EE Candidates: You apply for PR through the "non-Express Entry" provincial nominee stream.
Pro-Tip for the 2026 Transition
If you are currently in the EOI pool but have not received an ITA, your profile may not automatically carry over to the new system after May 30. It is highly recommended to monitor official OINP updates throughout May to see if you need to re-register under the new "Unified" tracks.
